Florida Keys to Independence Program

During the 2014 Session, Florida Legislators approved a program under Statute 409.1454 Motor Vehicle Insurance for Children in Care to provide youth in licensed out-of-home care with the opportunity to obtain their driver’s license.

Funded by the Florida Department of Children and Families, the Keys to Independence Program has been in effect since 2015. Currently, it provides eligible youth the opportunity for a Learner’s License, Driver’s License, Testing fees, 4-hour Traffic Law and Substance Abuse Course, Driver’s Education Course, and Insurance.
